i know it works 100% with One Panel which is lic3 and 4
I have installed and tested versions 1.0, 1.1, 1.11, 1.2 and 1.3 of onepanel, in cpanel I create the empty database, user, password and permissions. Then I put that information in db.php when I go to the browser I put the panel link and when I hit go it gives a 500 error message

In version 1.3 I remove the comment from line 27 of the ipcall.php file and it doesn't work either

Well not sure if this matters.
But I know I was unable to connect to the empty Database.
Until I added the port of the database to the localhost:
This might help some I use Shockhosting

just remember when you are doing your username and password in the file ... to put in your username = cpanelusername_databaseusername
and and then database it cpanelusername_databasename
