Newbie with apps

I am starting to get the idea of editing apps after reading some of the instructions in the downloads. I have a couple of questions if you don't mind helping.


1. I have seen a couple of apps that need a HEX editor and note pad. how do i go about using that.

2. do all apps need to be signed.
