Well, that might be part of your problem, using a random license from Google !
You should be able to enter anything, if it prompts you.

I went back and just put anything in the license portion. Then it said that it detected another install and that I should create a new database or enter credit card has to upgrade. i went back and dropped the sql db and recreated, now its back to the point where it never quite makes it to step 4.
