from what I've been reading the url of the panel needs to be at 31 characters including hhttps, this information is not 100%

On Mt manager u need to do it on hex Editor, not text editor. It needs to be 31 characters up to and including api

31 including api? that's not quite correct(if we're speaking of the same ibo)
it should actually be 34 characters and must end in /a/
for example, http://yourhosturlhere/ibopanel/a/
there's no folder named "api" but it is obviously the "a" folder
