No your panel for your app. If your using a hardcoded version you can't do any notifications

messages are received only for the client.

on the panel you create the message and put the username that will receive the message..

and will be displayed only for that user...

It also depends on the panel you are using.

I have one that when you put (All) it will be sent to any user..

would i still need hosting panel for that ? Ive tried downloading panels just seems to be files for me and the hosting sites block me and always say no iptv so I stop trying lol

There any guide around for installing a panel say like for XCIPTV. Panels seem to make things easier. Not new to use webhost and such..just no clue how to install these "Panel" for configuring apps. Thanks.
