guessing you're talking about having a border or stroke around whatever icon is selected/focused? like the white selection on livetv in pic below?

but if yes, typically speaking, xc uses "selectors" for the "apearance" when icons are selected focused or unfocused on that mainscreen - so the drawable files specified in the selectors can be edited to have borders for focused state (or define something else in the selector)
note though that the process may differ slightly or massively depending how substantially the app in question has been edited to differ from the typical/standard selector behavior/parameters within the usual xc apps.....
for example with the edit for the xc in the vid clip below, the typical xc selector 'using' drawable pngs is scrapped in favor of simple shape color stroke selector in conjunction with simple text (similar to ibo)
bottom line being that one way you can achieve your goal is by using/editing the selector(s) and defining attributes & use of drawable png etc as you desire
